Jim Larkin and Michael Lacey have been fighting Joe Arpaio since the very beginning. It is because of their work, that Larkin and Lacey were so shocked that Pres. Donald Trump chose to pardon Arpaio. As discussed earlier, Larkin and Lacey have been reporting on Arpaio for years.
They know all about his infamous “tent cities” and his near constant harassment of the migrant population in Maricopa County. Lacey points out that at the beginning Arpaio never really seemed all that interested in enforcing migration laws, but now it is one of his hot-button issues.

He saw that while controversial, this was an issue that captivated the entire nation. He quickly began his own personal crusade soon after that. In fact, for much of his career Arpaio has seemed to enjoy media attention.
While most of the attention that Arpaio receives is controlled, Larkin and Lacey have never been afraid to report on his corruption. This quickly earned his resentment and their reporters were quickly excluded from press conferences.
Larkin and Lacey, themselves, were even served with a particularly overbroad subpoena which they talked about in their newspaper publication. This earned them a trip to prison at Arpaio’s hands, which was quickly deemed unconstitutional. They were released, sued, and received a settlement for $3.75 million. From the very moment that they received this award, Larkin and Lacey knew that they wanted to give back to the migrant population located in Arizona. They had suffered so much at the hands of Arpaio ever since he decided to make their capture his own personal crusade.
